APEDA Licence
APEDA License Registration is required for exporting schedule agriculture products as per APEDA Act. The Agricultural and Processed Food Products Export Development Authority (APEDA) issues the APEDA Registration Certificate on application by exporter of agriculture products via RCMC (Registration cum Membership Certificate). RCMC Application is simple and easy as it doesn’t required any physical documents submission. On Application for APEDA License via RCMC Registration process Authority issue APEDA License within 24 Hours (1 Day) of filing of RCMC application.
Objective of APEDA
The objective of APEDA is to promote schedule products export and to achieve this various functions has been undertaken by this body under the regulation of central government. Central government lays down the rules and regulation and implements through this body for the efficient administration of APEDA Act.
Functions of APEDA Authorities
Authorities are assigned with functions such as:
- Promotion of export-oriented production and development of the Scheduled products
- Setting the standards and specifications for the scheduled products
- Registration of exporters of the scheduled products on payment of required fees
- Improving packaging and marketing of the Scheduled products
- Carrying out an inspection of products for the purpose of ensuring the quality of such products
- Training in various aspects of the industries connected with the scheduled products
- Development of industries relating to the scheduled products and undertaking surveys, feasibility studies etc
- Collection of statistics from the owners of factories or establishments and publication of such statistics
Requirement of APEDA Licence
APEDA Registration is mandatory when Indian Manufacturer or merchant exporter wants to export agriculture produces which is governed by APEDA Schedule. Such Products are as follows:
- Fruits, Vegetables and their Products.
- Meat and Meat Products.
- Poultry and Poultry Products.
- Dairy Products.
- Confectionery, Biscuits and Bakery Products.
- Honey, Jaggery and Sugar Products.
- Cocoa and its products, chocolates of all kinds.
- Alcoholic and Non-Alcoholic Beverages.
- Cereal and Cereal Products.
- Groundnuts, Peanuts and Walnuts.
- Pickles, Papads and Chutneys.
- Guar Gum.
- Floriculture and Floriculture Products.
- Herbal and Medicinal Plants.

Submission Of Online RCMC Application
Under section 12 sub section (1) of Agricultural and Processed Food Products Export Development Authority Act 1985 (as amended), every person exporting any one or more of the Scheduled products shall, before the expiration of one month from the date on which he undertakes such export or before the expiration of three months from the date of coming into force of this section, whichever is later, apply to Authority to be registered as an exporter of the Scheduled product or Scheduled products. The section further provides that the Authority may for sufficient reason extend the time-limit for registration by such period as it thinks fit.
The Registration-Cum-Membership Certificate (RCMC) is issued to exporters subject to following the laid down procedures in this regard. So far RCMC was being issued manually. However, with the objective of simplification of procedures and ease of doing business w.e.f. 1.8.2015, the issuance of RCMC has been made online using digital signatures. In the new process, the exporters are required to submit the documents online.
